Why does my Windows 10 laptop fail to hibernate, if I don't Sleepen it just beforehand?

Almost always when I press "Hibernate", my Windows 10 laptop fails to Hibernate. The screen goes black, but even after 20 minutes, the hardware is still running.

Then I shake my mouse and the screen shows up again. Now if I press "Sleep", my laptop sleeps. When I waken it, then press "Hibernate", finally the laptop Hibernates. Why? How does Sleepening my laptop make it Hibernate? Why didn't it hibernate on its own the first time?
