Over TeamViewer, how can I deduce which ISP is providing Internet for free?

A friend lives on the 50th floor of an apartment flat in Hong Kong. She said her WiFi is free, and she has never paid for it. To double check that the WiFi isn't coming from her iPhone, she turned off her iPhone. She still could access the Internet on her Windows laptop.

I was bemused and requested details. I'm assuming that Wi-Fi.HK — Hong Kong's free public WiFi — can't reach her on floor 50. But she's technologically illiterate and doesn't know how to even deduce the ISP.

But she said that she has TeamViewer, and can let me remotely control her laptop and investigate all this for her. What would I have to do? Anyone from Hong Kong here familiar with this?
