Why can't I add one line of space between text? Why does Word create useless white space in between, when I hit Enter?

Kindly see the GIF below. I need merely one line of space after "Modification of this Contract" and para. 36. Why can't I delete all that useless white blank space at the top of the page, above para. 36? Pressing Enter creates all that useless white space, and pushes para. 36 to the next page!
Please compare the GIF with para. 24.1 in the picture below, because this snag doesn't happen to 24.1. 24.1 appears immediately at the top of the page without any useless white space.
