Are you implying that your phone has a wired connection and you want to make a hotspot with it? Or that you want a local-only network between the phone and the devices that connect to it? Or something else?

I don't understand. Are you saying your phone is actually on Wi-Fi and you want it to act as a Wi-Fi repeater to another device? I haven't encountered any phone-based Wi-Fi chips that can do that. There may be some that I don't know about.
