Obviously Windows has some special logic for handling the default language pack. Some obscure thing is triggering the gray-out. The question is asking what this might be. That's not "missing information", that's the question.

The moderator probably does not know much about this issue. Someone who does know about it would also know to respond with the possible reasons. The question can be edited to say "What could cause a language pack to not be removable?" but it's not worth closing over this.

If one leaves out the link and image, which is not hosted by Codidact and instead uses an often blocked image hosting, does the question really contain enough information to be answerable without making assumptions?

What do you mean? Isn't the image currently hosted on CD?

Well, in that case the image link should be edited, yes. Is that the only reason for the close? Is it the main reason?

For me personally, I think the question still needs to state which version they use.
