Just a guess, but it looks like the paragraph starting with "36" just fits on the page when there is no space above it. When you add the blank line, it doesn't fit anymore. There is probably a rule set somewhere that doesn't allow just a single line of a paragraph to be at the bottom of a page with the rest on the next page. Therefore, the whole paragraph is moved to the next page.
