Short of finding some program that does this, Windows have the built-in "alt codes". By pressing the Alt key and holding it while typing 4 digits, you can type symbols. The regular Alt, not AltGR.- You'll need a list of codes, such as this: https://altcodeunicode.com/
- For example:
- Alt 174 = «
- Alt 175 = »
- Alt 0222 = Þ
- Alt 0254 = þ
- Alt 0208 = Ð
- Alt 0240 = ð
