That extension is hobbled, but @Moshi linked to a different one, [Tab Position Customizer - Modified](https://chrome.google.com/webstore/detail/tab-position-customizer-m/kkhcdbdhbmegbbhgmdhhpfmjhlhjlghp) in a [comment](https://powerusers.codidact.com/comments/thread/4220#comment-13017), and this option has been working fine for me for more than a week.  The extension allows you to customize a few things:

- Tab opening position: always last (this is the one I want), always first, left of current tab, right of current tab, Chrome default

- Active tab after closing: first, last, left, right, order, default (I don't know what "order" means and haven't experimented)

- New tab: not activated (background), activated (foreground), Chrome default
