Is web service problem related question on-topic?

I was visiting some sites recently but, that site is looking inactive but, I can't be sure cause, earlier lots of people were withdrawing lots of money from that site. I had mailed at support. But, I haven't get any reply. I was thinking where should I share this kind of problem.
