Why can't I play a YouTube video embedded on a website, in YouTube itself?
I usually see the Youtube logo in the embedded video, but not the fully functional video clip near the bottom at http://ceritacinta407.blogspot.com/2017/09/stella-kim-on-make-it-last-article.html. Thus I struck Ctrl + I
on my keyboard to see where the video was uploaded.
The highlighted blue code contains https://www.youtube.com/embed/?autohide=1&enablecastapi=0&html5=1&ps=blogger&widget_referrer=http%3A%2F%2Fceritacinta407.blogspot.com%2F&enablejsapi=1&origin=https%3A%2F%2Fwww.blogger.com&widgetid=1
. Then I pasted this in my browser, and got this error. Why? How do I play this video on YouTube?

That video is not uploaded to YouTube. It is uploaded to Blogger, another service provided by Google. Although Google uses the YouTube player for both, you can't access Blogger videos from YouTube.
If you want to view the video alone, you can either copy the outer https://www.blogger.com/video.g
iframe URL from the source code or copy the video URL (possible by shift-right-clicking in all major browsers). However, the video URL says it will expire in 8 hours, and I assume the iframe token will as well.
Likely, your only legal way to link to the video is to link to the article. You can full-screen it in the player at least.
Also, you can deep link to that video specifically, by copying the ID of the iframe. In this case, that would give: https://ceritacinta407.blogspot.com/2017/09/stella-kim-on-make-it-last-article.html#BLOGGER-video-456f6a5312033163-8574
