How do I download everything stored in iCloud?

I am trying to handle the digital affairs of a departed family member. The person had an iCloud account, which I am able to log into (I have the password and the 2FA device). There's about 40G of data stored there, only some of it backups from his Apple devices. I am looking for a way to download all of it.

iCloud has a way to restore backups, but that would mean restoring onto an Apple device and I don't have a spare one of those. Also, I have the files from his computer; I'm trying to get everything else, whatever it is. The iCloud web interface will let me download files one at a time, but I haven't found a way to do a bulk operation. My computer is a Mac too, so I don't want to do anything that puts my own file system at risk, including signing into his Apple account on my computer through Finder. I've been using an incognito browser window to examine the iCloud account so far.

How do I download everything stored in this iCloud account as plain old files, without interfering with anything else on the target computer? (Ultimately it's all going onto a household NAS.)

Due to the GDPR (Article 20), services (like Apple or Google) had to offer EU citizens[1] the option to download their personal data. Many also offer this option to non-EU citizens to a greater or lesser extent.

How to request a copy of your data:

  1. Sign in to privacy.apple.com with your Apple ID and password.
  2. Select "Request a copy of your data."
  3. On the following page, select the data you’d like to download. If you don’t see this option, it means that this feature is not available in your country or region.
  4. Select Continue.
