This is just a wild guess, but it seems more likely to me that the resolution is lost when copying, not pasting. For example, maybe Chrome is copying the image as displayed on your screen, not the image stored on the server. Try pasting to a different app. If you get the same resulting resolution as in Paint, then it's evidence that the above may be correct.
