From my far-gone uni days, I remember having to install some Telekom Root Trust Certificate File to get the network to accept my username and password. I had to do this on both Android and a Linux laptop, tho I was using Debian at the time instead of Ubuntu. IIRC, this should be the one: https://corporate-pki.telekom.de/en/GlobalRootClass2.html
