Anything that is on-topic and not already here should be allowed here.
Of course the question has to still be of high quality. When writing a canonical beginner question, you have to make sure it is not a dumb question. It can be done, but requires extra care. A great example of this being done successfully is Detailed explanation of "hello, world" in C?.
Article category?
While self-answered questions are allowed, they are often awkward. If you want to create a library of beginner resources, it might be better to do so in a separate category with article post types instead of Q&A. Examples of such categories are Papers on the Electrical Engineering site and Recipes on the Cooking site.
