Charging smaller devices from a USB-A port on a laptop is quite safe. The USB section in laptops tend to be well enough designed, because laptops are high-ticket items. They usually have UL or TÜV mark. Laptops are self-powered, so they tend to output 500mA. It can charge a phone overnight.All USB hubs can provide power, but quality of hubs and AC-DCs which power then varies a lot. Some of them are too cost-optimized.
