How can I work around or "life hack" Word's failure to 2-column footnotes?

I have done some tests on Word 2019, and it seems that the option of "Footnote layout" is now dead and non-functional. [. . .] Your only option is to file a bug-report to Microsoft using the Feedback Hub, then wait for a fix.

Please recommend some workaround, subject to these postulates.

  1. The academic publication requires 1 column text. I can't 2-column the text.

  2. I can't access or downgrade to Word 2013 to 2016.

  3. I have over 900 footnotes that are too unproductive to update manually. Footnotes must be updated automatically.

I don't understand the question. You have one-column text; what are you trying to do with footnotes?

Could you please slow down? It's better to ask a few questions well than a bunch that are missing critical information. There's plenty of time to ask more. Thanks!

Generally speaking, journals, publishers, etc. do not use Word for the final formatting of documents. Word is an incredibly powerful program, but it has its limits, and in fact while a publisher may prefer Word as the source format from authors (quite common), I have a hunch they wouldn't be so concerned about footnote formatting because they will reformat everything in a different program for publication.
