Converting pdf to png with sips on macOS 13.3.1 Ventura

With pervious versions of macOS, I used sips to convert pdfs into pngs

/usr/bin/sips -s format png document.pdf --out document.png

In macOS 13.3.1 Ventura, this now gives an error:

/Users/<username>/Desktop/document.pdf
Error: Cannot extract image from file.
  /Users/<username>/Desktop/document.png
Error 13: an unknown error occurred
Try 'sips --help' for help using this tool

Is there any way to repair it?

I already have an alternative approach using pdftoppm -png -r 240 document.pdf document, I'm just curious if this problem is repairable.
