You only have layer "Color Fill 2" selected. You have to select all the layers you want to merge at the same time. Hold the <kbd>Ctrl</kbd> key and click all three layers to select all three at the same time. All three should turn the lighter, "selected" color. Then right-click one of them and the "Merge Layers" option should be available.
