Why doesn't permanently deleting emails dwindle the .ost's size, absent new emails?

My old backup email account never receives incoming emails. In Microsoft Outlook, I deleted at least 50 emails in the Inbox and Sent Items, then emptied "Deleted Items", but the .ost for this email remains the same! Why didn't the .ost file shrivel in file size?
