My old backup email account never receives incoming emails. In Microsoft Outlook, I deleted emails in the Inbox and Sent Items, then emptied "Deleted Items", but the .ost for this email remained the same! Why didn't the .ost file shrivel in file size?

Why doesn't permanently deleting emails dwindle the .ost's size, absent new emails?
